A building under construction at KC National Security Campus to make new nuclear weapons allows dawn to shine through the windows. WE are the dawn, calling for an end to nuclear apocalypse.
Literature on “normal accidents” (aka “system accidents”) documents how it is impossible to build and manage any complex system to ultra-high levels of reliability. Managers learn the wrong things from experience, namely that they can take bigger risks — until a major catastrophe like Chernobyl and Fukushima proves them wrong.
