“What the Affordable Clean Energy rule does is allow coal-fired power plants to remain a major source of greenhouse gas emissions,” Barbara Gottlieb, of Physicians for Social Responsibility, told a publication of the Sierra Club, an environmental organization. “The (rule) is totally inadequate to reduce CO2 emissions.”
